
She’s been on the job for nearly a year but JCPenney CEO Jill Soltau has taken very small, very slow steps to address the enormous problems facing the company. Some of the moves — good hires, interesting tests and especially cleaning out a LOT of bad inventory — have been smart, but the pace and scale of the changes leaves much to be desired. With the retailing world — indeed the entire business world — moving so quickly, one has to wonder what’s taking so long to bring in meaningful change at Penney.
